The SWaM certification program is administered by the Virginia Department of Small Business and Supplier Diversity ("SBSD") and is the Commonwealth of Virginia’s effort to help small, women- and minority-owned businesses with doing business with state government entities.
The SWaM Procurement Initiative was established to enhance business opportunities for small, women- and minority-owned businesses and to ensure a level playing field for all small businesses in the Commonwealth of Virginia. SWaM is the acronym for Small, Women- and Minority-owned businesses. A SWaM vendor is a business that has been certified by the Virginia Department of Small Business and Supplier Diversity and is listed in the SWaM Vendor Directory.
Applicants to the SWaM certification program must complete the on-line application for certification and provide the required documents with the application to be considered for certification as a Small, Women- or Minority-owned Business.
Virginia's Department of Small Business and Supplier Diversity is the state agency dedicated to enhancing the participation of our small, women- and minority-owned businesses in Virginia’s procurement opportunities. SBSD is responsible for the administration of two certification programs: the Small, Women- and Minority-owned Businesses under Virginia’s "SWaM" Procurement Initiative and the Federal U.S. Department of Transportation’s Disadvantaged Business Enterprise ("DBE") Program.
SBSD also provides support to their certified businesses through business development and procurement advocacy programs, in cooperation with other agencies and departments.
