The Hampton Roads Chamber of Commerce has appointed a Solid Waste Disposal Task Force under the leadership of the Vice Chair of Governmental Affairs, Glen Robertson (Wolcott, Rivers, Gates). What we have found is this.
The Southeastern Public Service Authority (SPSA), representing eight southside localities, awarded a contract to RePower South to receive the region’s residential waste starting in January 2018. Their proposal includes a $100 million RePower plant designed to pull plastics and paper out of the waste stream to create pellets to burn in coal fired electric generating plants. Should this facility not become operational, SPSA plans to utilize the regional landfill in Suffolk to dispose of the region’s municipal solid waste. Nearly a third of the waste from the proposed RePower plan will be trucked to the regional landfill, approximately one hundred thousand tons yearly.
51% of the region’s solid waste is generated in the commercial business sector. Plans for transferring and disposing of this portion of the region’s trash are not yet complete.
Currently Wheelabrator processes commercial waste turning trash into steam for the Norfolk Naval Shipyard in Portsmouth. In addition, T.F.C. provides single stream recycling and receives clean recyclables from throughout the region.
The Chamber’s Solid Waste Task Force is focused on the business issues related to this critical regional issue. We will work with SPSA to insure that private haulers receive a handling fee for trash entering and leaving transfer stations that is fair and based on costs.
The Chamber is supportive of the waste to energy process that provides steam to the Norfolk Naval Shipyard, the fourth largest employer in the region. We are also focused on economic development and environmental protection as we believe these issues are directly linked and important to our future.
