The State of the City Series, a signature program of the Hampton Roads Chamber of Commerce, is in full swing. The annual State of the City Series luncheons are premiere events attended by business, civic, and community leaders. On February 4, nearly 1,000 people heard Mayor Paul Fraim deliver the Norfolk State of the City.
