The Virginia Department of Transportation (VDOT) is completing its study of how best to develop a new harbor crossing. September 19 marks the deadline to receive public comment. Norfolk residents and business owners must speak out as the impact of this project will span decades and generations.
Norfolk residents and business owners must ensure that VDOT hears us: we need a new harbor crossing that supports our economic, transportation and emergency needs.
Residents will be asked to consider four possible project alternatives. Only one of the four options meets all of the region’s tenets to enhance the region’s economy, create a reliable and accessible transportation network, increase emergency evacuation routes out of the region, and improve our quality of life.
That’s Alternative D.
This option offers a comprehensive, regional approach to infrastructure. It would create a new, third water crossing to connect Norfolk to Portsmouth and Newport News as well as points North and South. It would also expand the Hampton Roads Bridge Tunnel (HRBT) and the Monitor-Merrimac Memorial Bridge Tunnel, and would improve and widen Interstates 64, 564 and 664. This option also could include capacity for mass transit to further reduce and relieve congestion. How will we pay for it? This project is being paid for by local tax money dedicated to funding needed local transportation projects, and planners hope to obtain additional state dollars.
Other options lack crucial components. Alternative A, for example, merely expands Interstate 64 from four to six lanes on a section between Hampton and Norfolk. It does not include another water crossing, meaning this plan offers little lasting benefit. Alternative B provides an east-west water crossing between Norfolk and Portsmouth, but not a crucial new north-south connection between the Peninsula and the Southside.
Alternative C was the previously approved Hampton Roads crossing project and for years was the superior option. Now, Alternative D incorporates the best elements of Alternative C and significantly enhances that plan with improvements to the HRBT. Therefore, Alternative D is the best option for our future.
Norfolk Mayor Kenneth C. Alexander strongly supports Alternative D as the best choice to meet our region’s transportation needs. “Alternative D addresses several major transportation projects and offers the greatest benefit to our infrastructure,” Alexander said. “It is important that Norfolk residents weigh in on this study. This is a critical decision for our city and our economy that will affect generations to come.”
